Illustration Covenant Coordinators

‘Covenant Coordinators’ are those public administrations which provide strategic guidance, financial and technical support to municipalities signing up to the Covenant of Mayors but lacking necessary skills and/or resources to fulfil their requirements.

Alongside financial assistance, Covenant Coordinators typically support signatories in conducting a CO2 emission inventory and/or a climate risk assessment, as well as in preparing and implementing their Sustainable Energy and Climate Action Plans.

Covenant Coordinators are:

  • decentralised authorities, such as regions, provinces or grouping of local authorities,
  • national public bodies such as national energy agencies.

Covenant Coordinators are considered by the European Commission as key allies of the Covenant of Mayors Office, as they play a decisive role in reaching out to local authorities in their territory and providing signatories with the technical, financial, administrative and political support necessary to fulfil their commitments.

Supporting tools available to municipalities for the development of SEAPs

Description: The initiative is managed by the DG Productive activities, commerce and tourism in collaboration with the DG Environment and Soil and Coast safeguard, with the technical support of ERVET, the regional enhancement agency and ARPA, the regional environmental protection agency.The tools have been developed through a specific working group of Associations of Local Authorities coordinated by ANCI ER , including Provinces, Municipalities and their Cluster, consulents.The tools will facilitate the preparation and monitoring of SEAPs and the development of a coherent regional system with common methodologies and data sets, but also will promote a direct link between the regional government and the local bodies. Available tools are:1) tools for Baseline Emissions Inventory and energy data2) tools for preparation and monitoring of the SEAP
