Illustration Covenant Coordinators

Covenant Coordinators are public authorities that are in a position to provide strategic guidance, technical and financial support to Covenant of Mayors signatories and municipalities signing up to it.

Alongside financial assistance, Covenant Coordinators typically support signatories in conducting a CO2 emission inventory and/or a climate risk assessment, as well as in preparing and implementing their Sustainable Energy and Climate Action Plans.

  • Covenant Territorial Coordinators are decentralised authorities, such as regions, provinces or grouping of local authorities,
  • Covenant National Coordinators are national public bodies such as ministries or national energy agencies.

The European Commission recognises them as important allies to support Covenant of Mayors signatories to meet their commitments and increase the impact of the Covenant.

The objective of fostering energy efficiency in the provincial territory is pursued through different instruments both of a financial and non financial nature. Provincia di Roma as supporting structure would ensure: - Coherence of climate change investment programme in the region - Support to municipalities in the technical preparation of SEAPs and bankable projects - Deliver CO2 reduction programmes at scale - Technical and financial support forSEAPs implementation - Information to municipalities of the initiative

Support provided to signatories

    Promote adhesion to the Covenant of Mayors
    • Dissemination of Covenant promotion materials (brochure, thematic leaflets, etc.)
    • Organisation of events
    Provide technical support for the development of the BEI/SEAP and implementation of the SEAP
    • Political and/or technical working group(s) set up
    • Development or adaptation of technical guidelines
    • Consultancy commissioned for the technical support
    Defend the interests of the Covenant in order to facilitate the adhesion to the initiative and the implementation of its requirements
    • Actions to raise the political profile of the Covenant of Mayors
    Local Energy days
    • Support to signatories for the organisation of their Local Energy Days

    Category: Financing schemes
    Description: The programme was launched in 2009. It aims at encouraging municipalities and smes to carry out Energy efficiency investments by providing financial assistance to their initiatives. The mechanism is a “call for proposal” aimed at local authorities and smes. Proposals have been evaluated on the basis of: - tecnical level of the project; - quality of the efficiency level attained; - replicability of the projects on a provincial scale. Awarded projects concern: - energy audit in public buildings; - initiatives for promotion of Energy savings; - instalment of fotovoltaic plants. The programme has entailed a positive financial result. With an amount of approximately EURO 1.9 million in grants, more than 30 projects carried out by local authorities have been financed. Contribution ranges from 20% to 80% of costs. As a result total investment amounts to EUR 7.4 millions. As to the environmental impact, the estimated saving is of around 500 TEP/year with a total of around 1500 tons of saved CO2.
