Cities and regions are the level of government where European and national commitments to mitigating climate change and adapting to its effects are implemented. Climate and energy initiatives such as the Covenant of Mayors demonstrate that local governments can often exceed national targets, which testifies their critical role for achieving the objectives of the Paris Agreement. In this context, governance and finance are key elements in the fight against climate change.
- Session 1: On the role of Covenant Ambassadors within a vertical governance model
The morning session will aim to boost the role of the Committee of the Regions' Covenant Ambassadors in engaging their respective national and/or regional governments and in lobbying for their support for Covenant activities. The objective is to explore new coordination and integration opportunities relating to the governance of the Covenant of Mayors. This session also aims to take stock of the latest development in the Covenant.
- Session 2: Financing climate action at local and regional level: funding opportunities for the mitigation challenge
The afternoon session will focus on the challenges that local and regional authorities face when implementing climate and energy actions, notably from a financial point of view. Discussions will focus on how to improve access to financing opportunities, deploy effective funding strategies for climate mitigation, and ultimately boost cities' and regions' carbon reduction potential. Participants will have the opportunity to learn more about best practices related to climate action and support schemes at the regional and local level.
