The Covenant of Mayors is a great success story in Italy, where half of all municipalities and over 100 regions and provinces are involved. A new report shows how Italian regions and provinces boost Covenant cities' actions on the ground by using EU Structural Funds.
The report "Use of European Regional Development Funds 2007-2013 & 2014-2020 in Italian Regions for the Covenant of Mayors", authored by the Covenant of Mayors Office, analyses the use of European Regional Development Funds (ERDF, which are part of the EU Structural Funds) by 12 regions all across Italy.
Most of the regions featured in the study are actively involved in the Covenant of Mayors as Covenant Territorial Coordinators (CTCs), and are in the position to provide strategic guidance, technical and financial support to Covenant signatories. They are key allies of the Covenant, and support Covenant cities in meeting their ambitious commitments.
The report highlights how Italian regions have effectively mainstreamed the Covenant of Mayors into both their regional strategy and their funding programmes. They provide dedicated financial support to thousands of local authorities in various ways, notably through technical assistance for preparing their local action plans, funding energy-efficient refurbishment of public buildings, financing new local renewable energy production or smart transport infrastructure.
Thanks to the strong and dedicated involvement of these Italian regions, hundreds of new SEAPs could be prepared by local authorites, and countless of their foreseen SEAP actions in the field of energy efficiency and renewable energy could be financed, thereby accelerating the implementation of the Covenant on the ground!
